Oxnard to Place Measure O Renewal on November 3, 2026 Ballot For Voters to Decide Whether to Maintain Locally-Controlled Funding Source

The Oxnard City Council voted on June 16, 2026, to place the “City of Oxnard Public Safety, Financial Stability Measure (No Tax Rate Increase)” on the November 3, 2026 ballot, providing Oxnard voters the opportunity to choose whether to continue the City’s existing Measure O sales tax beyond its current expiration date in March 2029.

Measure O is a locally-controlled ½ cent sales tax that was approved by 65% of Oxnard voters in 2008. It has provided funding for a range of City services, including police and fire protection, 911 emergency response, street and alley maintenance, youth and senior programs, homelessness response, and other community programs. Measure O is currently scheduled to expire in March 2029 unless renewed by voters.

Only the voters have the authority to establish, extend or raise taxes. The City Council’s action provides the community with the opportunity to decide whether they want to maintain this existing local funding source and the services it supports. If voters approve the renewal of Measure O, Oxnard’s sales tax rate would remain unchanged at its current rate of 9.25 percent. Measure O’s existing accountability provisions, including independent annual audits, public reporting requirements, and citizen oversight of Measure O expenditures, would remain in place.

As a full-service city serving more than 200,000 community members, Oxnard operates and funds its own police and fire departments, 911 emergency response, street and pothole maintenance programs, youth and senior services, programs addressing homelessness, and disaster preparedness efforts. The expiration of Measure O would reduce Oxnard’s annual City revenues for local programs and services by approximately $20 million beginning in early 2029.

The measure will appear on the November 3, 2026 General Municipal Election ballot. In accordance with California Elections Code requirements, the City has made specific election materials available for public examination through June 29, 2026. Interested parties may view the ballot title and question, the uncodified ordinance that would adopt the measure, and the City Attorney’s impartial analysis.
